Vice President Chester Arthur ascended to the presidency after the assassination of James A. Garfield only four months after taking office. During his term, Arthur helped pass the Pendleton Civil Service Reform Act which sought to award positions in the federal government to persons based on merit and not political patronage as had been the norm. This act drastically reduced the scandals and ineptitude that had plaques previous administration since the Civil War. This document signed by President Arthur in 1885 appoints the Collector of Customs for Galveston, Texas. The appointment has been matted with a photographic portrait of the 21st president and an engraved plaque listing his career achievements. The complete framed display measures 29” x 42” and comes with a LOA from PSA/DNA.
