Virginia H. Congdon (nee Otis) was born in San Francisco in December 1921. While studying at the College of Marin she was selected by Billy Rose for the Aquacade in the 1939 World’s Fair and the 1940 Golden Gate Exposition, where she met and married amateur pilot George E. Congdon. During World War II he served briefly with the Army Air Corps and she became Assistant to the City Manager of San Rafael, a position she held for over two decades. When George returned from the war they became active in the small local glider plane scene, becoming founding members of the North California Soaring Association. Although she rarely went up, he was a regular participant in flights, contributing his own Göppingen Gö single-seat glider to the organization. After retirement they moved to San Luis Obispo, where both of them were firm supporters of local arts and aviation groups, as George designed the logo for the newly formed Pacific Soaring Council in 1967 and Virginia took up photography and oil painting in the 1970s, capturing her husband’s countless flights on canvas and print. George passed away suddenly in 2004, and Virginia joined him five years later on June 23rd, 2009.
