Prohibition, which was a period lasting from 1920 to 1933 and one of the greatest policy failures in the history of the United States, did little to curb the public’s thirst. At best, it led to alcohol smugglers growing significantly in number and increased the strength of ruthless gangs throughout the country, and at worst it led to the deaths of numerous people from either desperately imbibing polluted swill or being unable to acquire what had been (up to the time) one of the most affordable and best anti-bacterial and painkilling substances in human history. The Medicinal Liquor Prescriptions Act of 1933, enacted in the final year of Prohibition, was a federal statute establishing prescription limitations for physicians possessing a permit to dispense medicinal liquor. The public law was an attempt to better control the distribution of medicinal alcohol by doctors, and sought to abolish the use of the medicinal liquor prescription form while introducing medicinal liquor revenue stamps as a substitution. Senate bill 562 was passed by the 73rd U.S. Congress and enacted into law by President Franklin Roosevelt on March 31st, 1933, heralding a shift to more progressive and less austere policies that would eventually carry the country out of its dire economic straits.
