Guadalajara, febrero 10 de 1824. "Conciudadanos: la Acta constitutiva que el cielo os ha enviado por medio de los padres de la patria, será un testimonio auténtico de que la Providencia escuchando benignamente vuestros votos os ha redimido de toda servidumbre, y lo será también de que estais destinados para vivir venturosos en una sociedad digna de distinción entre las mas ilustradas del orbe. Sois ya libres compatriotas, bajo los auspicios de la federacion; mas advertid que á vosotros toca conservaros con este ilustre nombre para que lo dejeis de herencia á la posteridad".
