Guadalajara, diciembre 10 de 1823. "Num. 4, El soberano Congreso Constituyente Mexicano ha decretado. Que se suspenda por esta vez el artículo 315 de la Constitución que interinamente rije y prevenia la renovación por mitad de los ayuntamientos; y que los Electores queden en libertad de renovarlos en su totalidad o de reelegirlos según les parezca… México 29 de noviembre de 1823…".
