México, diciembre 11 de 1813. "… en vista de los inconvenientes que se han tocado en la práctica, deseoso de que el Público no resienta por más tiempo un gravamen que no ofrece ventajas al Erario Nacional… he acordado en la que presidí el día 3 del presente, se reduzca el precio del Tabaco al de once reales libra en rama, y al de medio real la Caxilla de Cigarros y Papel de Puros". Rúbrica. 1 h., 30 x 21 cm. Pequeños faltantes y rasgaduras en márgenes, papel amarronado.
