"Los habitantes de Chile, celosos de su Gloria y Libertad, han entregado al gobierno cuanto poseian de valor, y han jurado no servirse de metales precioso, mientras la patria no logre su independencia. Naciones estrangeras! decid si debe ser esclavo un pueblo dotado de tan sublimes virtudes… hice publicar en toda la provincia el donativo espontaneo, dispuesto por nuestro primer gefe, el heroe americano D.
