This painting was published on the First Day Cover for the Federated States of Micronesia 29c 1979 Constitution 1994 stamp issued May 10, 1994.
Until 1978, most of Micronesia was administered by the United States as the Trust Territory of the Pacific Islands. However, in July of that year voters in the island states of Kosrae, Pohnpei, Chuuk and Yap took steps toward self-government by approving a draft of the Federated States of Micronesia constitution, which was officially enacted on May 10, 1979 -- now known as Constitution Day. Today, 20 years later, that body of law continues to serve as the foundation of the Federated States of Micronesia's government. Under that nation's constitution, each of the four states has its own locally-elected governor and legislature. The central government, the 14-member National Congress of the Federated States of Micronesia, includes four members at large, one from each state, who serve four-year terms. The remaining 10 members of the National Congress serve two-year terms. The number of delegates from each state is allotted according to their populations. In turn, the National Congress elects Micronesia's president and vice president from among its members. To celebrate the 15th Anniversary of Micronesia's constitution, this painting displays four stars representing each island state and the proud citizens who reside there.
