He studied at the Higher Art School under the Imperial Academy of Arts (1906?1922). He taught at the Leningrad State Higher Art and Technical School (from 1929). He participated in exhibitions starting in 1918. Rudakov was also a member of the "World of Art" (Mir Iskusstva) movement, an influential artistic group in early 20th-century Russia. The movement sought to renew Russian art by rejecting academicism and focusing on the aesthetic ideals of symbolism and modernism. In the 1920s, Rudakov worked extensively in the field of satirical graphics, contributing illustrations to popular magazines such as "Chizh", "Yozh", "Begemot", "Smekhach", and "Krokodil".
