1799 Original Imprint Book titled, "ACTS PASSED AT THE THIRD SESSION OF THE FIFTH CONGRESS OF THE UNITED STATES," [No publisher, likely published by R. Folwell, Philadelphia], 1799. [240]-561; 26; iv; [48], Very Fine.
This is a Very Scarce First Edition, printed by R. Folwell who was designated by Congress to print this volume. A historic United States Congress Imprint begins with its Half-title page for the 3rd Session of the Fifth Congress. Added simple outer protective cover with prior identification written in vintage large bold black ink reading: "3rd Session / 5th Congress". Each individual Act is Signed in print by Jonathan Drayton, Speaker of the House, Thomas Jefferson, Vice-President and President of the Senate, and John Adams, President of the United States.
There is significant material related to the Quasi-War with France, the Founding of Tennessee, establishing courts at Knoxville and Nashville, augmenting the U.S. Navy, plus Naval rules of conduct. It also reports the increased powers of the President, as "Commander in Chief" of the Army and Navy, also the full Treaty with the Cherokee Indians, a printing of the full United States Constitution and Articles (including XI and XII). The index extends to earlier Sessions, but this printing here is complete, as issued. It has its original green thick paper covers, with the text is in quite nice, clear condition. This important Imprint is missing in most collections and libraries in nice condition.
