Extremely Rare "Timothy Pickering" Signed as Secretary of State July 9, 1798 Captain's Personalized Addressed Copy of "INSTRUCTIONS For the private armed vessels of the United States." To Captain "David Crafts" "Brig Peocock"

July 9, 1798-Dated Federal Period, Partially-Printed Official "INSTRUCTIONS - For the private armed vessels of the United States.", ACT of Congress Document Hand-Signed, "Timothy Pickering" as Secretary of State at the conclusion on page 8, Complete with all 8 pages, measuring about 4.25" x 7.75", (Washington), Choice Very Fine. Printed on clean laid period paper self-folding, being well printed and centered with full margins. There is some slight scattered tone, the marnuscrip portions and signature are extremely bold. This very rare "Timothy Pickering" Signed Document is fully titled:
"1st. To Captain 'David Crafts' commander of the private armed 'Brig' called the 'Peacock' -- INSTRUCTIONS - For the private armed vessels of the United States." It continues in the text: "In exercising the powers granted by the Act of Congress, entitled "An act further to protect the commerce of the United States," passed the ninth day of July, 1798, and which is hereto annexed, the regulations therein prescribed are to be strictly attended to and observed." It contains such instructions to the Captain such as: "... to subdue, seize, and take any armed French vessel which shall be found within the jurisdictional limits of the United States...".
Page 5 continues with: "An Act - Further to Protect the Commerce of the United States." Basically regarding the "Quasi War" issues when interacting with the French and French property, including the capture of their ships, together with dealing with captured prisoners. Stated at its conclusion on page 8:
"Enacted into law, July 9, 1798. - By command of the President of the United States of America. -- (Signed) Timothy Pickering - Secretary of State."
The signature beautifully handwritten in rich deep brown ink being bold and vivid, measuring a large 2.5" long. This is the first example of this exceedingly rare Complete "INSTRUCTIONS" being fully issued and signed.
