Rare Revolutionary War Era Connecticut Treasurer's Tax Warrant for the Arrest of the Constable, Town of Hebron
March 13, 1786-Dated Post Revolutionary War, Rare Content Partially-Printed Document Signed, "John Lawrence," Connecticut Treasurer, Upaid Tax Arrest Warrant, "235.- may be received in Imlay Certificates & the remainder in Morris' & Hillegas' Notes or in Hard Money," Very Fine.
Original, historic Partially-Printed and completed in manuscript, Revolutionary War era Connecticut Treasurer's Warrant. State Seal vignette at top, made for the arrest of Joel Jones, Constable of the Town of Hebron, for failure to pay the taxes that he had collected for the State in 1782 during the Revolutionary War. This impressive Document is dated March 13, 1786 and Signed by JOHN LAWRENCE (1719-1802), State Treasurer from 1769-1789. The funds remaining to be paid date back to the Revolutionary War years, and may be paid in various ways from Certificates or in Hard Money, with Sheriff Ezra Williams Signed deposition dated May 2, 1786 on the blank reverse. Measures 8" w x 13" tall, boldly printed on clean Handmade watermarked "HARTFORD" laid period paper with docket on reverse. At bottom is written in bold deep brown ink, "235.- may be received in Imlay Certificates & the remainder in Morris' & Hillegas' Notes or in Hard Money (1183.3.7 due)". Docket reads: "Treasurer v Col. Jacb Jones Hebron - Imlay Certs: 235 March Notes - 948.3.7". The notation reads, in part: "Joel Jones read the same in his hearing and Committed him to the Keeper of the Goal (jail) in Hartford...".
Colonial American Fiscal Paper - United State Loan Office (for the) State of Connecticut Certificate for Receipt for Oversubscribed Federal Debt April 19, 1793 Anderson-Smythe CT-56 or "Imlay Certificate." This State of Connecticut certificate relates directly to the federal debt certificates created by Hamilton's plan enacted and approved by the President, August 4, 1790.
Per the language of the Congressional Act, each state was responsible for assuming any oversubscribed funded debt; these certificates converted that federal obligation into state debt. An attractive certificate printed on laid paper with the imprint of "Francis Bailey - Printer" at left. The oval Great Seal of the United States is to the left of the obligations and issuance line, with denominational indents at the far left. Only 150 were authorized for Connecticut, thus these are very scarce. Ex: Eric P. Newman Numismatic Education Society
United States Federal Loan Office Certificate, State of Connecticut. An agreement was worked out by the states to assume a portion of the Revolutionary War debt. This agreement also allowed for the nation's capital to be moved from Philadelphia to Washington, DC as the southern states took on a larger share of the debt. William Imlay signed this state debt certificate as commissioner and these are known as "Imlay Certificates." Rarity in Anderson CT-56 is Rarity-5 (31 to 75 known).
