"In the house of Representatives - March 11th 1778
Whereas doubts have arisen in the minds of some persons representing a vote of the General Assembly of yesterday, Settling the wages and allowance of the Delegates for the Continental Congress the Ensuing year ---
Therefore voted & resolved that it is the intent & meaning of the Genl. Assembly, That each Delegate for his State & ensuing year Shall be allowed Twenty-five Shillings per day, and reasonable wages for his Servants, and hire for his horses, and all Necessary expenses for himself, Servant & horses from the time he sets out from his own home to join Congress till he returns home again. --

The Second Continental Congress, (1775-1781) was during the heat of the Revolutionary War. To govern during the American Revolutionary War, the Second Continental Congress continued, meeting at various locations, until it became the Congress of the Confederation when the Articles of Confederation were ratified on March 1, 1781. Between September 30, 1777 to June 27, 1778, the Continental Congresses session was held at the Court House, in York, Pennsylvania with Henry Laurens of South Carolina having been elected as President in November 1777.
