Tucker, Thomas Tudor (1745-1828), Third Treasurer of the United States (1801-1828). ALS, 1p, Washington [DC]. December 15, 1812. To John W. Yates, Cashier, informing him of a draft (No. 5336) for $150,000 to be placed in the State Bank, and Draft No. 5337 for $150.000, the amount of a warrant issued by the Secretary of War.
Thomas Tucker was Bermuda-born, but came north after graduation from the University of Edinburgh (school of medicine). He settled in Charleston, SC where there was a Barbadian expatriate community. He represented South Carolina in both the Continental Congress and US House. He served as a surgeon during the Revolutionary War. Jefferson appointed him Treasurer, a position he held until his death.
The War was declared on Britain by the American Congress on June 18, 1812 and signed by James Madison. Britain saw this as a minor extension of the Napoleonic Wars, and one they had tried to avert; Americans saw it as a larger conflict, sometimes thought of as the "Second Revolutionary War." Americans were tired of being impressed into the Royal Navy - especially since they were not British citizens. Britain was also still agitating native peoples and encouraging attacks on American settlers. Fortunately, this was the last time the two nations fought against each other.
