Reassuring the population that the Union army is not hovering on their border, yet calling for men to be ready to fight at a moment's notice.
Texans! Vicksburg, illustrious by its gallant defence, and the repeated repulses of the numerous columns of the enemy, has fallen! ---not before his assailing masses, but the fell approaches of famine!
The Vandal hordes of the North threaten your homes, hitherto unpolluted by his tread. You have been called upon to assemble to the number of 10,000 in defence of all that is most dear to you upon earth.
The fall of the heroic city does not necessarily give the enemy the control of the Mississippi, neither does it ensure the invasion of Texas: nevertheless, it behooves every man to be prepared....
I urgently direct your attention to the Proclamation of Gen. Magruder, importuning those of you both under and over the military age, to organize yourselves into minute Companies of Cavalry, ready to move at a moment's warning in the event of invasion.... ...My countrymen, if we are but true to ourselves! If we are but faithful to the standard of chivalry and of patriotism, exhibited by Texans on other ensanguined fields, and to the sacred trust they reposed in us, on flying to arms to protect the integrity of the Confederacy! We are strong enough West of the Mississippi to successfully contend against and hurl back, beaten and dispirited, the hordes of Vandals the vile Yankee Nation may throw upon our soil....
