"The Zionist Central Committee of Greater New York extends a hearty welcome to all devoted friends of Zion who have gathered at the Zionist Ball...We, the Jews of New York, constitute the greatest aggregation of Jews in any one city in the world; indeed, we are the largest Jews community in the history of our people. We are happy, wealthy, we have been borne along on a way to prosperity which we little expected, is it not time for us to pause and ask ourselves the question, what am I doing for my martyred people?..."
Theodor Herzl is considered the Father of (modern) Zionism. He described a future independent Jewish state in the region of Palestine in his 1896 book Der Judenstaat (The Jewish State). The idea particularly caught on in Eastern Europe, where strong anti-Semitic movements happened by the end of the 19th century. From there, it spread to many isolated Jewish communities, and immigrants brought the ideas to America.
For nearly half a century, Jews were encouraged to migrate to Palestine, although other territories were suggested by some variants of Zionism. Many were fleeing pogroms in Russia and other European nations. The center of European Zionism became Berlin, and many Jews supported Germany against Russia during the first World War. It was during that war that the Balfour Declaration (1917) advocated the creation of a Jewish homeland, which was then adopted after the war by the newly-formed League of Nations. Much of this political maneuvering was accomplished by Chaim Weizmann, a Russian Jew trying to keep America from supporting Germany in the war. Of course, the major migration occurred after the second World War. Holocaust survivors flooded to Palestine, and by 1948, felt comfortable enough with their numbers to declare the independence of the State of Israel.
Neither one with binding.
