Randolph, Edmund (1753-1813). Seventh Governor of Virginia, second Secretary of State, and the first US Attorney General. Broadside autographed as Secretary of State, "Edm. Randolph," 8 x 13.25 in. Headed, Third Congress of the United States, the document resolves that the "present Embargo be continued, and every regulation concerning the same shall be in full force until the twenty fifth day of May next." Philadelphia. 1794.
Official printing of a Congressional resolution relating to international commerce and the first American embargo during the war between France and Great Britain. Both nations maintained they had the right to seize neutral vessels carrying to either party, making American ships subject to attacks by both. In response to the 1793 British Orders in Council authorizing this and the French closure of the Bordeaux Ports, President Washington asked Congress to pass a one-month embargo on all foreign shipping in March 1794. The embargo was extended in April with this resolution. "Approved - April the eighteenth 1794," and signed in print by Speaker of the House Frederick Augustus Muhlenberg, Vice President John Adams, and President George Washington. Evans 27881. OCLC locates only one of this particular issue at the William Clements Library, University of Michigan.
After succeeding Thomas Jefferson as Secretary of State, Randolph continued the practice started in the First Congress of signing a limited number of official copies of Congressional acts for distribution to the states and important officials. Following the end of the Third Congress, the Secretary of State no longer signed official acts. Thus, this scarce issue is particularly rare with the inclusion of Secretary of State Randolph's signature.
