Halleck, Henry (1815-1872). Prominent California Statesman and US Army Officer who served as Lincoln's Chief of Staff during the Civil War. Check signed, "H.W. Halleck," 7 x 3.5 in., drawn on Parrott & Co., San Francisco, CA. December 27, 1855. Also signed by Archibald C. Peachy and P. Warren Van Winkle, identified with Halleck as "Executors of the Estate of J.L. Folsom."
West Point graduate Henry Halleck was promoted to 1st Lieutenant of Engineers on January 1, 1845, and at the outbreak of the Mexican War one year later, he was assigned to duty in California. After the war, Halleck served under the Governor of the California Territory, Bennet Riley, and was soon appointed military secretary of state. This position allowed Halleck to act as the governor's representative at the 1849 convention in Monterey where the California state constitution was written. He was one of the primary authors of the document. In his leisure time, Halleck studied law, and in 1854 he resigned his commission in the army to join with San Francisco attorneys Frederick H. Billings and Archibald C. Peachy to establish the law firm, Halleck, Peachy & Billings. Note that Peachy also signed the check offered here.
During his time in California, Halleck became a highly successful lawyer and land speculator, as well as a noted collector of early California documents involving the Spanish missions and colonization of California. Prior to the Civil War, he built the Montgomery Block in San Francisco, was a director of the Almaden Quicksilver (mercury) Company in San Jose, a director in the banking house of Parrott & Company, president of the Atlantic and Pacific Railroad, and owner of the 30,000 acre Rancho Nicasio in Marin County. However, Halleck remained involved in military affairs and was a major general of the California Militia by 1861.
