Orlando Bolivar Willcox (1823-1907) was a Michigander and graduate of USMA 1847. He served in the Mexican American War, then fought Indians both in the West and the Third Seminole War. He resigned from the Army after a decade of service, and began practicing law in Detroit. When the Civil War erupted he was appointed Colonel of the 1st Michigan Infantry. He was wounded and captured at First Manassas and spent a year as a POW. He was later awarded the Medal of Honor for his service in that battle.
After his exchange, Lincoln appointed him Brigadier General. Willcox fought at most of the major battles - Antietam, Fredericksburg, the 1863 Draft Riots. He was at the Siege of Petersburg and led the first troops into the city afterwards. He was mustered out of volunteer service in January of 1866 and returned to Detroit, but was commissioned into the Regular Army in July. He served in San Francisco and around the area until appointed Commander of the Department of Arizona. His mission was to pacify the Apaches. The last two years of his career he headed the Department of the Missouri, retiring in 1887 after four decades of service.
He headed the Soldiers' Home in Washington, DC for a few years, then moved to Canada, where he died. He was returned to Arlington for burial. He would have known Arizona intimately and needed this map to pursue his mission. Willcox (the town) was named for him.
