Belcher, Jonathan (1681/2-1757). ADS, 1p, 13 x 16.25 in., n.p. June 8, 1753. Signed by Belcher as Speaker of the House and Governor. Docketed and signed on verso by Sam Smith II. Titled "An Act for continuing An Act entitled An Act to prevent Actions of Fifteen pounds and under being brought into the Supreme Court of this colony." The document notes that the first version of this Act seems to have worked out well, so they are extending it for five years. It would certainly prevent "minor" lawsuits from clogging up the Supreme Court docket.
Belcher served as Governor of New Hampshire (1729-1741) and Massachusetts (1730-1741) concurrently, and New Jersey (1747-1757) later. He seems to have made many enemies along the way. A border dispute erupted between New Hampshire and Massachusetts while he was governor, and, although he proclaimed neutrality, he clearly favored his natal state of Massachusetts. An investigation found that he was allowing political allies to log Crown lands illegally, resulting in his removal from office. He was able to gain the governorship of New Jersey with help from Quaker allies, and he established the College of New Jersey, now Princeton University. He was, however, ill much of his tenure in New Jersey, and he died in office in 1757. The illness was a progressive neurological disorder, so signed items during this period are scarce.
