A rare and important broadside produced at the height of the Johnson County War, the series of range conflicts between small Wyoming settlers and large, wealthy ranchers in the Powder River Country. The tensions culminated in a bloody shootout between local farmers, a band of hired gunmen, and a sheriff's posse in April 1892, and upon the orders of President Harrison, the US Cavalry intervened to quell the violence.
Titled Resolutions Adopted by the Citizens of Casper and Natrona County, the broadside was issued in response to the actions of an armed force that was introduced into the state by members of the Wyoming Stock Grower's Association and the Board of Stock Commission, which "proceeded to Johnson County and there murdered two of our citizens in cold blood and burnt their homes and endeavored to intimidate and drive from their homes..." With concerns about the presence of Federal troops, a potential declaration of martial law in the county, and the questionable actions of the Wyoming state officials, the citizens ask, "Shall the public land of the United States be reserved for the actual settler, or shall he be protected in his settlement upon said lands, or shall large cattle associations monopolize said lands, trampling upon the rights of the settlers." Among the resolutions listed, the citizens denounced the actions of the Stock Grower's Association as well as state officials, deeming the attempt to declare martial law in a peaceable community an "unwarranted injustice," and called for the president and congress to appoint a commission to investigate the "present difficulties of the state."
