Featuring on page 2 the full text of the Slave Trade Act of 1788, otherwise known as Dolben's Act, which was enacted by the British Parliament and was the first British legislation passed to regulate the importation of slaves and slave shipping.
Encompassing nearly three and a half columns, the headline begins, "The ACT to regulate, for a limited time, the shipping and carrying SLAVES in BRITISH Vessels from the COAST of AFRICA, enacted as follows..." and then continues to outline the specifics of the new law. Passed near the peak of the trans-Atlantic slave trade, this landmark legislation limited the number of slaves that could be transported on a British vessel relative to tonnage and included provisions for incentivizing captains and surgeons to ensure that their captives survived the arduous oceanic journey known as the Middle Passage. While scholars debate whether these regulations lowered the mortality rate of slaves on board ships, the law itself was significant because it signified the beginning of legislative efforts that would eventually bring an end to the British slave trade two decades later.
Notable also is that this paper, The Pennsylvania Packet, and Daily Advertiser, was published by John Dunlap. Dunlap was one of the most successful printers of his era. He was the first to print broadside copies of the Declaration of Independence, and the previous year this newspaper was the first to publish the United States Constitution.
