Issues with supplying troops persisted throughout the war, in part because there was little cash to be had in the colonies for the purchase of necessities. The lack of central governance, both in the emerging nation and in each colony/state, meant there were no efficient ways of supplying the armies. Lack of supplies led to the near disaster at Valley Forge, but that was certainly not the only time food, forage, clothing, munitions, etc. were in short supply. Sometimes sufficient amounts of supplies were not available (as was frequently the case with clothing, shoes, blankets, etc.) Many other problems prevailed as well - men off fighting who could not work the farms to produce foodstuffs, unscrupulous purveyors making poor quality products, and more. And even when states legislated in favor of their troops, as was the case here, it did not guarantee the supplies would make it to the armies, either in a timely manner, or, indeed, at all.
