A self-taught artist, Tolliver rose to prominence during the mid-1980s, in Lafayette, Louisiana.
As a regional talent, he was impelled by a desire to capture the landscapes and people of his native deep South from everyday workers to the street jazz musicians.
His paintings have been included in the Art in Embassies Program of the United States Department of State and exhibited in the rotunda of the United States Capitol Building in Washington, as well as permanent collections of the Corcoran Museum, McKissick Museum, Hampton University Museum, New Orleans Museum of Art and the Zigler Museum.
